How do I send mail to my loved one?

Current facility mail instructions and restrictions

As of October 1, 2023, all mail to people incarcerated in WV regional jails is sent out of state to be processed and scanned. People in WV facilities will access mail on their tablets. 

To send a letter:

1. Address the envelope:
   First and Last Name, OID Number
   Full name of facility (no abbreviations) and WV
   P.O. Box 336
   Phoenix, MD 21131
2. Include a full return address with a complete first and last name (no initials)
3. Incoming mail cannot include photographs. All mail containing photographs will be returned to sender (The facility requires photographs be sent via “photo sharing” on the tablets)
4. All mail will be opened and inspected for contraband

These rules do not pertain to: legal mail, incoming publications, government checks, retirement checks, settlement checks, or packages containing allowable items as authorized by the Superintendent.
