How do I put money on my loved one's books?

How do I make a deposit, where do I make a deposit, and what fees will I be charged?

Types of Accounts

The West Virginia Division of Corrections and Rehabilitation (DCR) contracts with the company ConnectNetwork for the following phone and payment functions:

AdvancePay Phone PIN Debit Trust Fund
  • a prepaid collect calling service for your phone number
  • Your loved one can call your phone number using funds you deposit. Only incarcerated people you select will be able to call your number.
  • To learn more about how to set up this kind of account, see our article on AdvancePay accounts
  • deposit funds into your loved one's phone account only
  • People incarcerated who have money in their PIN Debit accounts can pay for their own phone calls and call any phone numbers approved by their facility. Your loved one can also fund this phone account through their Trust account.
  • deposit money into a your loved one's commissary account
  • They can then use those funds, just like cash, to make purchases at their facility's commissary. This is the same as putting money "on their books." The remainder of this article will address how to put money in this type of account.

Fees

There are two types of fees to be aware of when adding money to your loved ones Trust Fund:

  • Processing Fees: any transaction made on ConnectNetwork's website, app, or kiosks will charge a processing fee. This fee will range from $3.00 - $5.25, depending on the size of the deposit.
  • Booking Fee: per DCR policy, almost every person sent to a regional jail will be charged a $30.00 booking fee. If your loved one did not have $30.00 on them when they were arrested, 50% of any new deposits into their Trust Account will instead go towards their booking fee.

Tip: If you would like to check the status of your loved one's booking fee before making a new deposit, call the jail and ask to speak to the fiscal clerk.
