Types of Accounts
The West Virginia Division of Corrections and Rehabilitation (DCR) contracts with the company ConnectNetwork for the following phone and payment functions:

Fees
There are two types of fees to be aware of when adding money to your loved ones Trust Fund:
- Processing Fees: any transaction made on ConnectNetwork's website, app, or kiosks will charge a processing fee. This fee will range from $3.00 - $5.25, depending on the size of the deposit.
- Booking Fee: per DCR policy, almost every person sent to a regional jail will be charged a $30.00 booking fee. If your loved one did not have $30.00 on them when they were arrested, 50% of any new deposits into their Trust Account will instead go towards their booking fee.
Tip: If you would like to check the status of your loved one's booking fee before making a new deposit, call the jail and ask to speak to the fiscal clerk.
Prepare to Make a Deposit
- Create an account at ConnectNetwork 0r using the ConnectNetwork mobile app.
- Navigate to "My Facilities." Under "Add a Facility," use the drop-down menus to select "West Virginia" and then "WV Div of Corrections and Rehabilitation." This will allow you to search for people incarcerated in all adult jails and prisons.
- Next, navigate to "My Inmates." Click the purple "Search for an Inmate." Type your loved one's full name and click "Search." Double check their Date of Birth, then select "Add."
- When you click the Home Icon, you should now see their name under My Inmate(s).

How to Make a Deposit
You can make a deposit four different ways:
- online, using a credit card
- by phone, using a credit card
- by mail using a money order
- in person at a regional jail using cash, credit, or debit.
To make a deposit online using a credit card....
- Login to your account at ConnectNetwork 0r using the ConnectNetwork mobile app.
- Navigate to "Payment Methods." Enter your payment information and select "Add Card."
- Next, under "Payments and Deposits," select "Trust Fund." Hit the "select" button by your loved one's name.
- Select an amount to deposit between $1.00 - $300.00. Note: ConnectNetwork charges a fee between $3.75 - $5.25, depending on your deposit amount. Make sure to calculate the fee before hitting continue.
- Select the credit card you wish to use. Make sure review the payment information, then hit "Submit." When you have completed your transaction, you should receive a confirmation email and see a confirmation page:
To make a deposit by phone using a credit card...
- Be prepared to provide your account number, facility, loved one's full name, and payment information. You may be required to provide the facility's "Site ID" (which can be located on the facility's ConnectNetwork page).
- Call (888) 988-4768 to use ConnectNetwork's automated phone system for Trust Fund deposits. To find additional numbers for other types of accounts, visit ConnectNetwork's contact us page.
To make a deposit by mail using a money order...
- Download and print ConnectNetwork's money order instructions and deposit slip.
- Complete all fields in blue or black ink.
- There are no processing fees when paying with money orders. The maximum money order amount is $300.00. All money orders must be issued in US Dollars.
- Make the money order payable to "TouchPay Holdings" (Payment is forwarded to the West Virginia Division of Corrections and Rehabilitation).
- Mail the deposit slip with your money order. Do not include staples, paper clips, stamps, cash, letters, photos, or any other items with your deposit. Only mail the form and the money order to:

To make a deposit in person using cash, credit, or debit...
You may be able to use a kiosk located in the facility visitation area. If available, visit a location that carries a kiosk and insert your cash, credit, or debit card. Paying at a kiosk is similar to using an ATM.
